(Original Caption) U.S. Ambassador Arthur Goldberg uses a map of the Korea area as he takes the Pueblo crisis before the United Nations Security Council on January 16th. His pointer rests at a map area marked "Pueblo Noon position." Goldberg told the council that the USS Pueblo was well outside North Korean territorial waters when it was seized.
