(Original Caption) President Nixon is applauded as he signs into law a tough new anti-crime bill which he said will give the government the tools to "launch a total war against organized crime---and we will win this war." The ceremony took place at the Justice Department where left to right were; FBI Director, J. Edgar Hoover; Attorney General John Mitchell; Senator John McCllelan, D-Ark.; and Deputy Attorney General Richard Kliendienst.
