FEBRUARY 27: A young mentally retarded boy is tied to a pole in the Oure Cassoni refugee camp close the border of Darfur on July 27, 2007 about 23 kilometers outside Bahai, Chad. He was damaged while fleeing violence in Darfur with his mother. About 26,000 people live in grim conditions after fleeing the violence in Darfur, in what Western governments call Genocide.
