PARAGUAY-TACUMBU-PRISONS
Inmates standing under clothes hanging to dry in Tacumbu prison in Asuncion, Paraguay on Apr. 30, 2016.
Tacumbu prison, Paraguay's largest, was built to hold 1,500 inmates but currently houses some 4,000, guarded by 45 poorly-trained guards per shift. Overcrowding, drug dealing, violence, and privileges for a handful of inmates held in so-called VIP cells are part of alarming conditions that undermine human dignity. / AFP / NORBERTO DUARTE (Photo credit should read NORBERTO DUARTE/AFP via Getty Images)
